About this opportunity

The Department of Commerce's Economic Development Administration (EDA) is seeking a contractor to develop and manage a Strategic Community of Practice (CoP) for six funded Recompete Coalitions and 16 Distressed Area Recompete Pilot Program designees. The primary objective is to create a national network that facilitates learning, knowledge sharing, and technical assistance across different geographical regions and stakeholders focused on economic development. Contractors must be prepared to build an interactive platform, conduct needs assessments, provide technical support, and design best practice dissemination strategies for communities receiving economic development grants. The evaluation will be based on best value, considering cost, experience, and demonstrated ability to meet individual needs of Recompete awardees within specified timelines and budget constraints. Critical deadlines include December 12, 2024, at 3:00 PM EST for submitting questions and December 19, 2024, at 3:00 PM EST for submitting capability statements.

The procurement is not set aside for any specific small business category, though vendors with socioeconomic certifications are welcome to apply. The contract will have a base period of performance of one year with two optional one-year extensions, covering communities in Pennsylvania, Washington, Puerto Rico, Alabama, Kentucky, and Wyoming that have received individual grants ranging from $20-40 million. Each implementation grant recipient will be supported through the Community of Practice, with the contractor expected to develop an interactive information hub and facilitate quarterly forums. Contractors will need to have public trust level clearance and demonstrate capability in economic development consulting, with the work to be performed remotely. The total program supports $184 million in economic development grants across the six primary communities, with the CoP support contract aimed at maximizing the effectiveness and knowledge sharing of these local economic initiatives.
