About this file
This is a Questions and Answers document for a Sources Sought notice related to the EDA Recompete Community of Practice development opportunity. The document contains 12 vendor questions and their corresponding answers covering key aspects of the potential requirement.
Key details from the responses indicate that resumes should be provided for key personnel with experience in distressed communities and economic development, though no specific formatting requirements exist. Budget information is not required at this stage. The agency clarifies that while a single organization is not required to lead the effort, collaborative partnerships are encouraged. Prior EDA experience is not required for prime or subcontractors. The work will require public trust level clearance only. The contractor will serve both Phase 1 designees and implementation grant recipients, with EDA providing required metrics and KPIs. The deliverables are described as iterative and will be updated based on effectiveness and grantee needs. The document confirms that references to "awardee" in Section 3 refer to the Recompete Grant Recipients.

"EDA seeks a contractor to assist with the implementation of the Recompete Program's Community of Practice." I'd like to confirm that this contractor is intended to be the same entity referred to as the "awardee" on p. 6 in Section 3 (Scope).
In Scope, Build Operate and Sustain, awardee refers to the contractor. Last paragraph in Section 3, "success for awardees" refers to the Recompete Grant Recipients.

Yes, Phase 1 designees may be included as part of the CoP. EDA would like these two options to be itemized, implementation grant recipients in one line item and both the implementation grant recipients and the 16 finalists in another line item.
