About this opportunity

The Naval Supply Systems Command is seeking training services for a specialized Strangulation Investigations course designed for Naval Criminal Investigative Service (NCIS) agents. The training aims to enhance agents' capabilities in investigating and prosecuting strangulation cases by providing comprehensive, in-person instruction. The course will be delivered as three separate two-day iterations in 2025, located in Bremerton, WA; Okinawa, Japan; and Newport, RI. Potential vendors must submit detailed responses by 10:00 AM EST on June 3, 2025, via email to Cameron Roberge and Judith Campbell. The submission requirements include providing business information such as name, address, representative details, business type, size, CAGE code, and recommended NAICS code (611710 - Educational Support Services).

This pre-solicitation notice indicates no specific set-aside designation for the contract. The training will be taught by two specialized instructors with expertise in strangulation case investigation and prosecution, with no maximum student limit for each session. The required award date is July 1, 2025, with performance periods spanning the three training iterations between July 17 and August 21, 2025. While no specific budget range is mentioned, the solicitation emphasizes that this is a market research exercise and does not guarantee a contract award. The geographical diversity of the training locations (Northwest, Far East, and Northeast Field Offices) suggests a comprehensive approach to training NCIS agents across different regional commands.
