About this opportunity

The United States Coast Guard (USCG) National Maritime Center (NMC) intends to procure a software-as-a-service (SaaS) scheduling platform through a sole source contract with StormSource LLC. The procurement will support appointment scheduling for professional mariners across 19 Regional Examination Centers and Monitoring Units, both domestically and internationally. The web-based system must provide comprehensive scheduling capabilities, including 24/7 customer service, automatic email and text confirmations, appointment slot visibility, and customizable reporting features. The contract will be awarded on a firm fixed-price basis under the statutory authority for other than full and open competition, specifically 10 U.S.C. 3204(a)(1). Market research conducted from November 2024 to February 2025 confirmed that no alternative solutions meet the specific requirements for the Mariner Credentialing Program.

The contract has a base period of 12 months from June 1, 2025, to May 31, 2030, with four additional 12-month option periods. The total estimated contract value is $115,000, with annual costs of approximately $23,000. The system must accommodate over 120 NMC users and call center representatives, support approximately 96,000 annual applications, and serve 200,000 mariners across 21 global locations. There are no specific set-aside designations for this procurement, and the contract will be awarded directly to StormSource LLC, located in Scottsdale, Arizona. The system must meet strict security requirements, provide rapid response times for service issues, and include features like intuitive scheduling, automated reminders, consecutive appointment linking, and robust data management with protections for Sensitive Personal Identifiable Information (SPII).
