Contractors must provide 24/7 operational capabilities, supply all necessary equipment, personnel, and logistics support, including Material Handling Equipment, skilled stevedores, longshoremen, crane operators, and drivers. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with a 5-year base period from March 15, 2026, to March 14, 2031. While specific award values are not disclosed, the comprehensive nature of the services suggests a significant contract scope involving continuous port operations, cargo handling, and military logistics support. Contractors will need to demonstrate capabilities in managing complex maritime logistics, including handling hazardous materials, providing comprehensive security measures, and maintaining high standards of safety and efficiency. The contract emphasizes the strategic importance of these northern seaports on the Delaware River and the critical role of efficient cargo handling in supporting military transportation needs.
