About this opportunity

The Department of Veterans Affairs Boston Healthcare System seeks procurement and installation of a Sterirack (Brand Name or Equal) shelving upgrade system for the Tray & Soft Goods Storage Area at the West Roxbury facility, with proposals due June 30, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, foreclosing competition outside that category.

Place of performance is West Roxbury, Massachusetts, at 1400 VFW Parkway. The scope includes disassembly and removal of existing storage units, assembly and installation of the complete Sterirack Storage System configuration with mobile starter and add-on bays, MediBin panels and bins, aisle signs, and wall shelves, minor floor patching, labeling and color-coding, and relocation of trays and supplies into the newly installed system. Work is performed Monday–Friday, 7:30 AM–5:00 PM, with flexibility for holidays and weekends as needed. The contract period runs one year from June 30, 2026 through June 29, 2027. The procurement is valued at approximately $19 million.

A mandatory site visit was held June 10, 2026 at 10:00 AM EDT in Building 2, Basement, Room AB03; vendors were required to obtain specific measurements for configuration at that visit. Amendment 0002, issued June 11, 2026, extended the proposal deadline from June 15 to June 30 and provided responses to seven industry questions, including clarification that contractors may use VA elevators and loading dock facilities, weekend and holiday work should be included in proposals, and the floor plan layout is provided as an attachment.

The NAICS code is 238390, Other Building Finishing Contractors; PSC code is J072, Maint/Repair/Rebuild of Equipment—Household and Commercial Furnishings and Appliances. Evaluation considers price, past performance, technical capability, and veterans preference factors, with verified SDVOSBs receiving a 10% price credit. The contract is subject to Service Contract Act Wage Determination 2015-4047 Rev 33 (effective May 13, 2026) for Essex, Middlesex, Norfolk, Plymouth, and Suffolk Counties, Massachusetts. Contractors must certify compliance with subcontracting limitations under 13 C.F.R. 125.6, with prime contractor and similarly situated subcontractors collectively receiving at least 50% of contract value if subcontractors are used.
