About this opportunity
The National Park Service Northeast Region seeks repair and upgrade of Train Car X5313, a historic steam generator and Head End Power support car at Steamtown National Historic Site in Scranton, Pennsylvania, with proposals due July 21. This is a 100 percent small business set-aside for Women-Owned Small Business (WOSB) firms.
Place of performance is Steamtown National Historic Site, 150 South Washington Avenue, Scranton, Pennsylvania. The 120-day performance period runs from July 1 through October 29, 2026, with work performed Monday through Friday in an active rail environment. The work encompasses comprehensive mechanical, structural, electrical, and systems integration modifications to convert the railcar into a functional steam generator and HEP-capable support car. Key deliverables include interior systems removal and preparation; mechanical disassembly and structural modifications; procurement and installation of a new high-pressure steam generator (approximately 2,000 MBH input, 1,590 lbs/hr steam output, 150 PSIG design pressure); installation of a dedicated Reverse Osmosis water treatment system with 10,000 gallons per day capacity and 300-gallon clean-water storage tank; installation of a dedicated 5 horsepower compressed air system for burner atomization; integration of a Government-furnished 125 kW Kohler diesel generator; complete electrical systems overhaul with 480 VAC, three-phase HEP configuration with electrical and steam trainline systems at both ends of the car; plumbing and fluid systems using stainless steel or corrosion-resistant materials with hydrostatic testing; roof reinstallation using bolted fastening with removable lifting hardware; exterior restoration including lead-safe surface preparation and industrial coating systems; brake system conversion to ABD-X type with new low-friction composite brake shoes; and comprehensive regulatory compliance documentation including Federal Railroad Administration inspections and Clean, Oil, Test & Stencil procedures.
All work must comply with Federal Railroad Administration regulations (49 CFR Parts 215, 229, 231, and 238), Association of American Railroads standards, National Park Service standards, and all applicable federal, state, and local codes. The contractor must obtain technical concurrence from the Government before procuring major equipment items. The NAICS code is 336510 with a size standard of 1,500 employees. PSC code is J022. Evaluation criteria include project completion methodology (aligned with Statement of Work, period of performance, and pricing), years of experience and completed projects matching the scope, demonstration of technical knowledge, equipment to be used, and quality assurance measures for deliverables. Service Contract Act prevailing wage rates apply for Lackawanna, Luzerne, and Wyoming counties in Pennsylvania. The Contracting Officer is Mary Hallmon, 850-826-1398. Delivery is FOB Destination. Amendment 0002 extended the deadline from June 30 to July 21, 2026 at 12:00 EST, and Amendment 0003 posted a question and answer clarifying the interior railcar height at approximately 100 inches.
