About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity related to steam heating system installation and commissioning on Train Car X5313 at Steamtown National Historic Site.

The contract requires the Contractor to furnish, procure, install, and commission a complete steam heating system with the following key specifications: up to 12 hours of continuous operating time with expected operation of three to four days per week during colder months; a mandatory Reverse Osmosis (RO) water treatment system (no water softener required) that meets steam generator manufacturer feedwater quality standards; sufficient onboard water storage to support operating requirements; water drain provisions for freeze protection of the boiler, tanks, pumps, piping, and RO system; steam and HEP trainline connections at both ends of the car, with trainline pressure regulated from approximately 5 PSIG minimum to at least 100 PSIG; threaded pipe connections for the steam delivery system where permitted by applicable codes; adequate ventilation via roof vents or powered exhaust fans at the Contractor's discretion; and a step-down transformer sized to support 120V and 220V loads as required. The Contractor must size the feedwater and water treatment systems, determine water chemical treatment methodology, and select water level control methods in accordance with steam generator manufacturer recommendations. Water will be supplied from municipal fire hydrants at Steamtown National Historic Site. Blowdown may be discharged into the Government's existing oil-water separator system. The Contractor must comply with all applicable regulatory requirements for #2 fuel oil installation and operation. Train Car X5313 is equipped with Timken roller-bearing trucks. Unforeseen truck work conditions shall be documented and require Contracting Officer Representative (COR) concurrence prior to corrective repairs.

a. No water softener is required under this contract. The Contractor shall furnish a water treatment system, including the required Reverse Osmosis (RO) system, that meets or exceeds the steam generator manufacturer’s feedwater quality requirements.

7. Is standby or backup heat required when not running?

a. No. Standby or backup heat is not required under this contract. However, the

Contractor may incorporate such features if they are integral to the proposed system design.

8. What is the feed water per heat requirement?

a. No specific feedwater rate is established. The Contractor shall size the feedwater and water treatment systems to support the steam generator performance requirements specified in the Scope of Work.

9. Are blowdown tanks or separators required?

a. No. Blowdown tanks or separators are not required. Blowdown may be discharged into the Government’s existing oil-water separator system in accordance with site procedures.

10. What are the pollution control and PA requirements to run #2 fuel oil?

a. The Contractor shall comply with all applicable regulatory requirements governing the installation and operation of the proposed equipment.

11. Should the steam outlet be on both sides of the tender with the new HEP system?

a. Yes. Steam and HEP trainline connections shall be provided at both ends of Train Car X5313 in accordance with the Scope of Work.

12. Regarding water capacity, what is the maximum operational duration per day?

a. The maximum anticipated operational duration is up to 12 hours per day.
