About this opportunity

The National Park Service Midwest Region seeks well decommissioning services at Ste. Genevieve National Historical Park in Missouri, with quotes due June 5, 2026. The procurement is a Total Small Business set-aside under a Firm Fixed Price RFQ.

Place of performance is 99 S Main Street, Ste. Genevieve, Missouri 63670. The work involves permanently decommissioning and abandoning four historic wells—one at the Jean Baptiste Valle House and three at the Kern House—each approximately 25–75 feet deep and 3.5 feet in diameter. Scope includes pumping water, controlled filling using engineered layers of rock and chat fill, and reconstruction and stabilization of historic masonry to match existing conditions. The contractor must be a permitted water well contractor per Missouri Department of Natural Resources regulations (10 CSR 23-3.110), and only Kern House Well #2 requires decontamination under Missouri DNR standards. All work must comply with prevailing wage rates established under DOL General Decision MO20260030 for eight Missouri counties including Ste. Genevieve County. The performance period is 180 calendar days from Notice to Proceed. The single lump-sum line item (CLIN 0010) is priced as a percentage-of-completion contract.

NAICS code is 237110 (Water and Sewer Line and Related Structures Construction) with a $45 million small business size standard. PSC code is Z1QA (Maintenance of Restoration of Real Property). Award will be made to the offeror providing best value based on price, technical capability, and past performance, evaluated in groups of three starting with lowest-priced quotes. Required submittals include signed SF18, representations and certifications, price schedule, technical narrative with schedule and approach, and 3–5 past performance references from the past five years. A mandatory site visit is scheduled for May 20, 2026 at 10:00 AM CT. Within 10 days after award, the contractor must provide a Payment Bond or Irrevocable Letter of Credit for 100% of contract value, and maintain liability insurance of $100,000 per person, $500,000 per occurrence and property damage. Buy American material sourcing standards apply. Amendment 0001, issued May 27, 2026, added NPS responses to contractor questions addressing state certification requirements, decontamination scope, well abandonment design flexibility, and material sourcing priorities (local in-kind materials, with reclaimed brick vendors and St. Louis–area quarries as supplemental sources).
