About this file
This is a Contractor Questions and National Park Service (NPS) Response document for the Ste. Genevieve National Historical Park Well Decommission solicitation (140P6026Q0031). The document addresses five key contractor inquiries regarding specifications and requirements for decommissioning multiple hand-dug wells at the park.
The responses clarify several technical and compliance requirements: (1) no state DNR certification is required for wells less than 80 feet in depth; (2) only Kern #2 well requires decontamination using Missouri DNR requirements, as the Jean-Baptiste Valle well contains no water; (3) the contractor must submit a design proposal for well abandonment using clean fill materials (stone, rock, bentonite) with flexibility on intermediate aggregate layer thickness, using three rock sizes for backfilling; (4) well caps must be sealed with mortar between the cap and stone/brick per specification sheet 040120.64; and (5) any substitute or additional materials require Contracting Officer's Representative (COR) approval, with priority to source local in-kind materials, supplemented by reclaimed brick vendors in the St. Louis area or local quarries for limestone. The document provides guidance for contractors to ensure compliance with both state environmental regulations and NPS historic preservation standards for the well decommissioning project.

Contractor questions and NPS Response Ste. Genevieve National Historical Park - Well Decommission - 140P6026Q0031
1. Section 01 10 00
a. Paragraph 1.3 (A) indicates that the Contractor is to possess the qualifications for a Permitted Contractor as per DNR statute. However, the State DNR Statute 10 CSR 23-3.110 indicates that decommissioning hand dug wells less that 80ft in depth does not require a permitted contractor for such work.
i. Can you please confirm that as per the State DNR Statue 10 CSR 23-3.110 the contractor does not have to be permitted.
Answer: No certification is needed for wells less than 80 ft in depth. That is the DNR statute, therefore it is not needed.
2. Section 01 10 00
2. Paragraph 1.3 (B) indicates that the wells that contain water (Jean Baptiste Valle & Kern #2) shall not be decontaminated using Bleach. However, in Paragraph (E), the Well Identification Table, both the Jean Baptiste Valle & Kern #2 are called to require Decontamination.
1. Please indicate the method of decontamination other than using Bleach.
Answer: No decontamination will be needed at Jean-Baptiste Valle house as there is no water in it upon verification. Kern #2 is the only well holding water and will need decontaminated using Missouri DNR requirements for this process.
3. Section 01 10 00
3. Paragraph 1.3 (C) describes the filling of the wells by using larger rock in the bottom four feet and decrease the granular size thru the remainder of the well to the top two feet which is filled with Clay Rich Soil. Sub-paragraph (a) indicates to use 3 different sizes of rock for the backfilling ranging from 4" to 3/8". Do you have a requirement for the 3rd size of stone? I.E... 1", 2" or 3"?
3. Also on the backfilling, other that the bottom 4 ft and the top 2 ft is there a design for the thickness of the remaining two layers of aggregate?
Answer: No requirement is given, however, as per paragraph 1.3 (c), the contractor is to submit a design proposal for abandoning each well using clean fill material (such as stone, rock, bentonite, etc.).
4. Section 01 10 00
4. Paragraph 1.3 (D) indicates to "reconstruct the masonry well cap structure and seal the stone caps with masonry material". How is the existing opening in the well lids / caps to be addressed?
Answer: Seal the stone caps with masonry material means putting a layer of mortar between the cap and the stone/brick as per 1.2 (c) of the Spec Sheet 040120.64
5. Section 040120.64 S.O.W
5. 1.2 #5 (a) indicates that the contractor will need COR approval for any additional / substitute material for the rebuilding of the structure. I presume the intent is to obtain local in-kind material and submit for approval? Or is there a location on site that holds surplus material for use?
Answer: Yes, obtain local in-kind materials. However, if any additional material is needed, the park may supply limited quantities of historic clay brick. If the need is larger than what the park can provide, the contractors must source from reclaimed brick vendors in St Louis area. Limestones can be sourced from local quarries.
