About this opportunity
The 81 Training Wing at Keesler Air Force Base seeks a contractor to inspect, prepare, wash, and paint five Static Display Aerospace Vehicles (SDAVs) including an F-101C, F-104C, F-105D, T-28, and T-33 aircraft to meet USAF Heritage standards. The Department of the Air Force Air Education and Training Command is procuring these services to preserve historical artifacts that served as pilot trainers and Vietnam War memorials, with the primary objective of mitigating corrosion damage caused by the proximity to saltwater environments. Contractors must demonstrate technical capability and past performance within the last five years, adhering to strict USAF technical orders and Air Force instructions for aircraft markings, colors, and insignia. The government will evaluate proposals using a lowest price technically acceptable process. Critical dates include a mandatory site visit on August 6, 2025, quotes due by August 19, 2025 at 12:00 PM, and a contract delivery deadline of September 30, 2025.
This opportunity is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 488190 (Other Support Activities for Air Transportation). The solicitation indicates a firm fixed-price contract with a maximum value of $40,000,000, though this appears to be a ceiling amount rather than the expected award value for restoring five aircraft. Work will be performed at Keesler Air Force Base in Biloxi, Mississippi, during normal duty hours from 0800-1630, Monday through Friday, with contractors required to provide 10-day advance notice before beginning work. The restoration project requires contractors to supply all necessary equipment, safety gear, and personnel while ensuring compliance with OSHA, EPA, and other applicable regulations. No incumbent contractor is identified in the solicitation documents.
Notice text
The 81 Training Wing requires services to inspec/prep/wash/paint five (5) Static Display Aerospace Vehicles (SDAVs) to meet USAF Heritage standards (F-101C, F-104C, F-105D, T-28, T-33). The proximity to a large salt-water body accelerates corrosion of SDAVs at Keesler. Therefore, it is vital to ensure funding is secured to mitigate existing corrosion and restore the aircraft as a means to develop a resilient barrier to preserve historical artifacts. Without funding to refurbish and restore the SDAVs at Keesler Air Force base, the USAF could lose artifacts which served as trainers to prepare many USAF pilots for service and Vietnam War memorials.
