About this opportunity

The Defense Information Systems Agency is seeking to procure a 10MB commercial telecommunications circuit for intra-Europe connectivity through this amended solicitation (HC102125QA115). This is a combined synopsis/solicitation for commercial items classified under NAICS code 517111 (Wired Telecommunications Carriers) that constitutes the only solicitation document, with no separate written solicitation to follow. Telecommunications providers must comply with standard FAR commercial item provisions and existing DITCO Basic Agreements, with quoted prices required to specify monthly recurring charges (MRC), non-recurring charges (NRC), and any tier pricing for additional service months. The procurement will utilize a lowest price technically acceptable (LPTA) evaluation methodology to select the winning contractor. The solicitation was posted on August 12, 2025, with quotes due by October 14, 2025, and access to detailed attachments is restricted to entities registered under the appropriate NAICS code who provide their UEI or CAGE code for verification.

This solicitation does not include any small business set-aside designation and is open to all qualified telecommunications providers meeting the technical requirements. The original solicitation has been modified by Amendment 0001, though the specific changes introduced by this amendment are not detailed in the available information. While the exact contract value and performance timeline are not specified in this summary, the pricing structure indicates an ongoing service arrangement with monthly recurring costs rather than a one-time purchase. The service appears to be for establishing telecommunications connectivity within European locations, supporting the Defense Information Systems Agency's communications infrastructure requirements. No incumbent contractors or previous award values are mentioned in the solicitation documentation provided.
