Each package includes priority support, a public IP address, a telemetry dashboard, and a monthly terminal access fee. Speeds reach up to 220 Mbps download and 25 Mbps upload at peak, and after the 10TB monthly allocation, service continues at 1 Mbps download and 0.5 Mbps upload. Packages use previously purchased Starlink High-Performance and Starlink Mini hardware, and the Government retains equipment ownership and manages access and hardware. Required capabilities include 24/7 customer support, a remote monitoring dashboard with real-time alerts, minimum IPv4 and /56 IPv6 prefix delegation, and per-kit metrics reporting.
Responses must include company contact information, CAGE code, business size classification, a capability statement with past performance and equipment interface details, a list of current prime or subcontracting vehicles (such as GSA MAS, SEWP V, or IDIQs), explicit confirmation of authorized Starlink distributor status, and feedback on the draft Performance Work Statement or contract type. Submissions are limited to five typed pages in no less than 10-point font and must be emailed to Elizabeth Gessell and Robert Babcock. Standard brochures will not be reviewed. Respondents will not be notified of results, and the Government is not required to answer questions.
