About this file
This is a Statement of Work for Starlink satellite communications services procured by Commander, Submarine Force Atlantic (COMSUBLANT).
COMSUBLANT requires two (2) Starlink Global Priority 10TB service packages for a 12-month period to support alternate, resilient communication capabilities throughout United States Naval Forces Europe and Naval Forces Africa theaters. Each package must include priority support, public IP address, telemetry dashboard, and monthly terminal access fee, delivering data speeds up to 220 Mbps download and 25 Mbps upload during peak usage. After consuming the 10TB monthly Global Priority data allocation, the Government will continue receiving unlimited data at reduced speeds of 1 Mbps download and 0.5 Mbps upload. Services must function on fixed-site or in-motion platforms aboard moving vehicles or vessels globally where Starlink coverage is available, including maritime environments, utilizing previously purchased Starlink High-Performance and Starlink Mini hardware.
All Priority packages must include 24/7 customer support covering hardware faults, network issues, billing, and account management; a remote monitoring dashboard with real-time alerts and outage notifications; configurable IP settings with minimum IPv4 and /56 IPv6 prefix delegation; and viewable, downloadable, and exportable metrics reporting upload/download rates, signal quality, obstruction percentage, latency, and ping loss statistics on a per-kit basis over selectable time ranges. The Government retains ownership of all equipment and manages equipment access and hardware. The Period of Performance, specific Starlink terminal designations, shipment date, and Government Points of Contact are to be determined at time of award.
