No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.

Background: The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. As such, NCATS is in need of a license for software that allows to quickly identify effective compounds in drug discovery.

Purpose and Objectives: Renewal of licenses for drug discovery software.

Project requirements: StarDrop license including:

One (1) floating license and one (1) fixed license to StarDrop w/ADME QSAR, P450, A Suto-Modeller, Nova, BIOSTER, torch 3D, SeeSAR and MPO Explorer modules used for analyzing datasets of chemical structures and related biological or toxicity data in compound collections.

Contractor is responsible for delivering a software that fulfills the following requirements:
• Easily guides the user through multiparameter optimization; these include but are not limited to: potency, ADME, and safety;
• Provides ease of use through the following features: card view, probabilistic scoring, glowing molecule, chemical space, R-group analysis, and data visualization;
• Allows for flexible integration between different modules, these include but are not limited to: ADME QSAR, P450 Metabolism, Derek Nexus, Auto-Modeller, torch3D, SeeSAR, MPO Explorer, Nova, and BIOSTER; and
• Provides a one-year base license period with two (2) option periods to extend license period for one-year each.

Anticipated period of performance:
Base Period (Contract Year 1): February 1, 2019 through January 31, 2020.
Option Period 1 (Contract Year 2): February 1, 2020 through January 31, 2021.
Option Period 2 (Contract Year 3): February 1, 2021 through January 31, 2022.

Other considerations: StarDrop software has been in use at NCATS for the previous two years and is being used in ongoing chemical analysis onsite. In order to provide continuity of science, we must continue to use this database and these tools.

Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.

The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.

All responses to this notice must be submitted electronically to Contract Specialist Mark McNally, mark.mcnally@nih.gov. Responses must be received on or before 12:00 pm, Eastern Standard Time (EST), Tuesday, December 11, 2018.
