About this opportunity

This pre-solicitation notice seeks proposals for the installation and integration of equipment and software for an emergency/standby switchgear generator at the VA Long Beach campus in Long Beach, California. The Department of Veterans Affairs aims to expand backup power supply and improve the connection between the generator system and normal electrical service through reconfiguration of existing CAT-Quinn manufactured equipment. Reconfiguration will be integrated into existing equipment manufactured by CAT-Quinn.  This is an updated version of pre-solicitation posting made 21 June 2023.  Please note the change from  100% Small Business Set Aside to Serice-Disabled Veteral-Owned Small Business (SDVOSB).  Please see below for the updated information.

Vision: Expand the supply of available backup power to the VA Long Beach campus normal electrical service and improving the connection between the generator system and the campus normal service

Description: Project at the Tibor Rubin Medical Center in Long Beach, CA: (take out/redfo elements that needs to change to accommodate the operational needs of the facility/reconfiguratrion piece)

1. Physical Inverstigation of Existing Conditions: Investigations in the form of pot holing, Ground Penmetrating Radar/GPR investigations, records research, etc.

2. Construction phase, temporary emergency power is required

3. Transition the existing stand-by power supply system (SBSS) to a combined emergency power supply system (EPSS) and SBSS Balanced switchgear (Emergency/Standby) is what VALB wants due to safety concerns. Only standby currently exists. 

Period of Performance:  The total contract performance period is  Eight Hundred Twenty (820) calendar days after receipt of Notice to Proceed (NTP). 

Procurement: This acquisition is Service-Disabled Veteran Owned Small-Business (SDVOSB) – Set Aside.

Type of Contract:  Firm-Fixed Price

The magnitude of this construction project is between $ 2,000,000 and $5,000,000.

A site visit will be scheduled, and the date/time/location will be provided in the solicitation.

Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that it will not pay more than 85 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded. Any work that a similarly situated entity further subcontracts will count toward the Contractor’s 85 percent subcontract amount that it cannot exceed per Federal Acquisition Regulation (FAR) 52.219-14 Limitations on Subcontracting.

The official Invitation for Bid (IFB) will be issued on or about late Jul 2023 – Aug 2023 via Contract Opportunities at sam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.  Please note that this procurement will include a brand name material that will be embedded in the specification.  A complimentary brand name or equal justification will be posted on a separate posting.

SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION REQUIREMENT: Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov  to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
