About this opportunity

The Government Accountability Office seeks laboratory testing services to analyze up to 150 infant formula samples for heavy metal contaminants (arsenic, cadmium, mercury, and lead) and arsenic speciation, with quotations due June 17, 2026 at 12:00 PM Eastern Time and questions due by June 11. This is an unrestricted competitive procurement issued under FAR Part 13.5.

Place of performance is the contractor's laboratory in Washington, DC. The contractor must maintain ISO/IEC 17025:2017 accreditation throughout the contract period, with accreditation covering all specified tests. Work is divided into two firm fixed-price CLINs: CLIN 0001 covers elemental profile analysis for the four heavy metals on up to 150 samples, and CLIN 0002 covers inorganic arsenic speciation analysis on up to 150 samples. The period of performance runs from June 24 through September 30, 2026. The contractor must deliver written reports within 30 days of sample receipt including detection results, contaminant quantities with reproducibility metrics, detailed methodology descriptions, validation processes, and limitations. Samples will be provided by GAO in secondary containers with identifying labels removed.

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation requires submission of ISO/IEC 17025:2017 accreditation certificates demonstrating coverage of all required tests, attestation of capability to meet SOW requirements, and pricing for all CLINs. The U.S. Government Accountability Office (GAO) has a need to obtain services from a qualified laboratory to include the testing of a selection of infant formula samples to quantify specific heavy metal contaminants (arsenic, cadmium, mercury, and lead) across an infant formula matrix including powder, ready-to-feed, and concentrates in accordance with Attachment A, Statement of Work (SOW).
