About this opportunity
The Department of the Navy's Naval Sea Systems Command intends to solicit industry concepts through an Other Transaction Area of Interest notice under 10 U.S.C. 4022 for SSN(X) System Arrangement Concept Design, with Expression of Interest responses due by 12:00 a.m. Eastern Time on November 6, 2026. No set-aside is used. Director, Submarine Programs, through the New Attack Submarine (SSN(X)) Program Office (PMS 351), will launch the AOI as early as next week. The effort seeks to leverage Super Intelligence to advance the design of a novel SSN(X) System Arrangement Concept Design and reduce technical risk in integrating it within a hydrostatically balanced Whole-Ship Submarine Concept Design (SCD).
Interested vendors submit a simple, non-proprietary EOI by email to the Government Points of Contact named in the notice, using the subject line "SSN(X) Concept Design - Expression of Interest [Your Company Name]." Required content includes company name and CAGE code, a point of contact with name, email, and phone, a statement of 1-2 sentences confirming interest in the forthcoming AOI, identification as a traditional or non-traditional defense contractor, and a capability description of 3-5 sentences. Vendors refer to 10 U.S.C. 4022(d)(1) for conditions of industry participation in an OT. The EOI is not a question-and-answer forum, the Government will not reimburse respondents, and the notice does not constitute a Government commitment. Not submitting a response does not preclude participation in the AOI.
