About this opportunity

The National Institute of Child Health and Human Development intends to award a sole-source bridge task order under GSA Schedule Contract GS-35F-003CA to an unnamed vendor for Information Technology Support Services to the NIH Office of Research Services on May 19, 2026.

The justification cites GSAM/R 538.7104-3(b)(1)(i)—unusual urgency that would result in unacceptable delays if normal competitive procedures were followed. The task order provides a 3-month base period with three 1-month option periods. The acquisition follows cancellation of a previous competitive procurement terminated due to protests. The vendor is positioned to provide immediate IT operations and maintenance, end-user support and service desk operations, application development and database operations, cybersecurity and industrial control systems/operational technology security support, network and cloud support, asset and configuration management, and 24/7/365 emergency support. The contractor possesses qualified staff with Personal Identity Verification credentials required for facility and security system access. A service gap would impact 100+ systems and applications, 3,000+ workstations, 400 virtual and physical servers, and 60 database servers supporting biosafety level containment laboratories, the Integrated Research Facility at Fort Detrick, and Rocky Mountain Laboratories. The estimated contract value is redacted.

Notice text

The NIH Office of Research Services (ORS) requires a short-term bridge task order against GSA MAS 54151HACS SB through Contract # GS-35F-003CA to ensure continuity of critical services. The task order will have a base of only three months, to cover the minimum period reasonably necessary to ensure that a competitive solicitation can be developed and issued. Three additional one-month option periods will be included as a contingency for unanticipated delays in the competitive award process.

This acqusition is conducted under the authority of the GSA Multiple-Award Schedule (GSA MAS) program. Consideration of schedule contractors will be restricted in accordance with: GSAM/R 538.7104-3(b)(1)(i)- The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need.

Awarded contract GS-35F-003CA to unknown vendor for unknown amount on 2026-05-19.
