About this opportunity
The Naval Sea Systems Command intends to procure up to one Landing Craft Air Cushion (LCAC) 100 Class craft and associated travel costs to support the Ship to Shore Connector Program through a fixed-price contract. This procurement will be conducted on a sole-source basis under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, meaning the government plans to negotiate with only one contractor rather than conducting a competitive bidding process. The required delivery date for the craft is October 31, 2031, providing a significant lead time for manufacturing and delivery. While this is not a request for competitive proposals, the government will consider all proposals received within thirty days after the publication date of August 27, 2025, with responses due by September 11, 2025. The government reserves the right to determine whether to proceed with competitive procurement based solely on responses to this notice.
This procurement does not utilize any set-aside designations and is intended for award to Textron Systems Corporation, located at 19401 Chef Menteur Highway, New Orleans, LA 70129. The contract scope is limited to a maximum of one LCAC 100 Class craft, representing a single-unit procurement rather than a bulk acquisition. Companies seeking subcontracting opportunities are directed to contact Textron Systems Corporation directly, as the prime contractor will be responsible for managing the supply chain. The timeline extends over six years from the current date to the required delivery in late 2031, indicating the complex nature of naval vessel construction. The procurement falls under NAICS code 336611 for Ship Building and Repairing and PSC code 1905 for Combat Ships and Landing Vessels, reflecting the specialized military maritime nature of this acquisition.
