About this opportunity

The Naval Sea Systems Command (NAVSEA) is conducting a sources sought announcement for the manufacture of Air Cushion Vehicle (ACV) skirts to be used on Ship to Shore Connector (SSC) craft. This pre-solicitation notice is not a request for proposals but rather a request for information to satisfy DFARS requirements and identify potential vendors capable of meeting the government's specialized requirements. The procurement requires skirts that comply with specific project peculiar documents including Amphibious Craft, Air Cushion Project Peculiar Document No. 802-6336529E (Skirt Material Characteristics and Requirements) and Landing Craft, Air Cushion Project Peculiar Document NO. 802-6336530C (Skirt Fabrication Procedures), with all materials and processes subject to approval by Naval Sea Systems Command. Manufacturers must fabricate skirts in accordance with NSWC Panama City Division (NSWC PCD) drawings, and access to these controlled documents is limited to the Department of Defense and U.S. DoD contractors only due to export restrictions. The deadline for responses to this sources sought announcement is February 6, 2026, providing potential vendors with approximately two weeks to submit their qualifications and capability statements.

This procurement is designated as a Total Small Business set-aside, restricting participation to certified small business entities. Two previously approved vendors have been identified through NAVSEA's testing and qualification program: Avon Engineered Fabrications LLC (CAGE Code 66618) in Picayune, Mississippi, and SMR Acquisition LLC (CAGE Code 0ACH0) in Fenwick, West Virginia. Both vendors successfully completed first article testing under prior contract numbers N61331-14-D-0021 and N61331-14-D-0022 for fabricating LCAC flexible skirt systems. NSWC PCD intends to establish a multiple award contract to compete delivery orders among approved vendors, indicating that the government anticipates awarding to multiple contractors for ongoing skirt manufacturing requirements. No specific budget range or quantity figures are provided in this pre-solicitation notice, though the ongoing nature of SSC operations suggests sustained procurement requirements for replacement and maintenance skirts.
