About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to establish two indefinite delivery, indefinite quantity (IDIQ) follow-on contracts for the procurement of Ship-to-Shore Connector (SSC) advance skirts systems. The goods being procured are flexible skirt systems for amphibious craft, which must comply with specific project peculiar documents including Amphibious Craft Air Cushion Project Peculiar Document No. 802-6336529E for skirt material characteristics and Landing Craft Air Cushion Project Peculiar Document No. 802-6336530C for skirt fabrication procedures. Both materials and manufacturing processes require approval by Naval Sea Systems Command and must be fabricated in accordance with NSWC Panama City Division drawings. The evaluation criteria emphasize unique vendor capabilities demonstrated through successful first article testing and qualification programs previously conducted by NAVSEA. The pre-solicitation notice was posted on February 9, 2026, with a due date of February 23, 2026.
This procurement utilizes no small business set-aside and is restricted to two approved vendors: Avon Engineered Fabrications LLC (CAGE Code 66618) in Picayune, Mississippi, and SMR Acquisition LLC (CAGE Code 0ACH0) in Fenwick, West Virginia. Both contractors previously demonstrated their unique capabilities and successfully completed first article testing under contracts N61331-14-D-0021 and N61331-14-D-0022 respectively, earning government acceptance and qualification to manufacture LCAC flexible skirt systems. The procurement will proceed on an other-than-full-and-open-competition basis given these vendors' singular qualifications and prior successful performance. The pre-solicitation notice does not specify award values, budget ranges, or quantities of goods to be procured under the anticipated follow-on contracts. Access to technical drawings and specifications is limited to the Department of Defense and U.S. DoD contractors only due to export restrictions.
