About this opportunity

The Defense Finance and Accounting Service (DFAS) issued a Limited/Sole Source Justification Notice on November 13, 2025, for the extension of five existing Blanket Purchase Agreements (BPAs) with Independent Public Accounting (IPA) firms to provide SSAE 18 examinations, financial statement audits, audit readiness/remediation validation, and agreed-upon procedures attestation services for the Office of the Under Secretary of Defense (Comptroller), DOD Office of Inspector General, and DFAS. The justification for this limited source approach is based on market research findings that, while 182 potential vendors exist within GSA's Multiple Award Schedule, only five BPA holders possess the requisite audit experience as prime contractors within DOD to fulfill these specialized requirements. The extension will span two years from June 2, 2026, to June 1, 2028, providing continuity with existing IPA firms that have established DOD past performance records while allowing DFAS to conduct competitive recompetition processes for four OUSD(C) SSAE18 contracts and six DFAS BPA order contracts prior to their expiration dates. Contract HQ042321A5005 was awarded on November 4, 2025; however, specific vendor information and award values remain redacted in the available documentation. The audit work must be performed in accordance with Generally Accepted Government Auditing Standards (GAGAS), AICPA SSAEs, and the Government Accountability Office/Council of the Inspectors General on Integrity and Efficiency Financial Audit Manual.
