About this opportunity

The Defense Finance and Accounting Service (DFAS) issued this Limited Source Justification Notice on November 13, 2025, to extend five existing Blanket Purchase Agreements (BPAs) with Independent Public Accounting (IPA) firms through June 1, 2028. The services to be provided include Statement on Standards for Attestation Engagements No. 18 (SSAE 18) examinations, audit readiness and remediation validation, agreed-upon procedures attestation examinations, and federal financial statement audits conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Government Auditing Standards issued by the Comptroller General of the United States. The justification for the limited source approach is based on market research that identified 182 potential vendors within GSA's Multiple Award Schedule; however, only the five existing BPA holders possess the specialized audit experience and established DOD past performance required to support the Office of the Undersecretary of Defense (Comptroller), DOD Office of Inspector General, and DFAS without re-evaluating qualifications. Contract HQ042321A5003 was awarded on November 4, 2025, to an undisclosed vendor for an undisclosed amount, with the extension period extending the ordering timeline from June 2, 2026 to June 1, 2028. The rationale emphasizes both economy and efficiency, as continuing with existing BPA holders avoids redundant qualification assessments and allows DFAS to competitively recompete existing contracts without simultaneous competing contract efforts.
