About this opportunity

The Defense Finance and Accounting Service (DFAS) Contract Service Directorate issued a Limited Source Justification Notice to extend five existing Blanket Purchase Agreements (BPAs) with Independent Public Accounting (IPA) firms for an additional two-year period from June 2, 2026 through June 1, 2028. The services provided under these BPAs include Statement on Standards for Attestation Engagements No. 18 (SSAE18) examinations, audit readiness and remediation validation, agreed-upon procedures attestation engagements, and federal financial statement audits for the Office of the Undersecretary of Defense (Comptroller), the DOD Office of Inspector General, and DFAS. The justification for this limited source approach rests on the fact that while market research identified 182 potential vendors within the GSA Multiple Award Schedule, only five existing BPA holders possess the requisite audit experience and satisfactory past performance records necessary to support DOD's complex auditing requirements, thereby supporting efficiency and continuity of service. The awarded contract number is HQ042321A5000, which was awarded on November 5, 2025, though the specific vendor identity and contract value remain redacted in the published documentation. This extension represents a logical follow-on to the original competitively awarded BPAs that were established on June 2, 2021, with the original six BPA holders now reduced to five.
