About this opportunity

The United States Marine Corps Installation Command (MCICOM), Law Enforcement, Investigations and Corrections Branch is seeking technical, analytical, and program management support services for the Military Working Dog (MWD) Program, specifically to facilitate the transition from the legacy Working Dog Management System (WDMS) to the new K9 System (K9S). Key requirements include developing and maintaining program management tools for both systems during the transition period, conducting system specifications and testing, providing analytical support for MWD community performance data in response to Congressional and Department of Defense inquiries, maintaining the official MWD program public website, and preparing educational materials and briefing aids. The contractor must demonstrate experience with WDMS and K9S, government program management, and DoD compliance requirements. This is a Sources Sought Announcement (SSA) for market research purposes rather than a formal solicitation; interested vendors must respond by March 2, 2026, with their business information, qualifications, capabilities, small business status, and feedback on the preliminary NAICS code of 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services). Responses should be submitted via email to Lauren Frey, Contract Specialist, at lauren.e.frey.civ@usmc.mil, and should not exceed two pages in length.

No set-aside designation has been applied to this requirement. The contract involves a one-year base period with performance at the contractor's facility, supplemented by CONUS and OCONUS travel to locations including JBSA Lackland Air Force Base in Texas, Hawaii, Japan, and Europe. The Senior Program Analyst has been identified as a key personnel position requiring a minimum of five years of WDMS knowledge, ten years of government headquarters staffing experience, an active SECRET security clearance, a Common Access Card (CAC), ten years of DoD table of organization experience, and proficiency with Microsoft Office software and web-based collaboration tools. All contractor personnel must execute non-disclosure agreements within five business days of contract award and obtain and maintain a CAC for DoD installation and network access. Work will be performed Monday through Friday from 8:00 a.m. to 4:00 p.m., except on federal holidays. No specific budget range or award value has been disclosed in this pre-solicitation notice.
