About this opportunity
The United States Transportation Command (USTRANSCOM) is preparing to solicit Stevedoring and Related Terminal Services (S&RTS) for ports located in Hiroshima and West Japan. The anticipated contract will be a single, fixed-rate schedule Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a comprehensive 5-year ordering period from April 1, 2025, through March 31, 2030. The solicitation will be conducted under Federal Acquisition Regulation (FAR) Parts 15 and 12, with award determined on a Lowest Price Technically Acceptable (LPTA) basis. Potential contractors will find the Request for Proposal (RFP) published on SAM.gov around December 9, 2024, with proposal submissions due by December 10, 2024. The contract falls under NAICS code 488320 for Marine Cargo Handling and will be managed by the USTRANSCOM Directorate of Acquisition located at Scott Air Force Base in Illinois.
This pre-solicitation notice indicates no specific small business set-aside, meaning all responsible sources may compete for the contract. The contract includes an optional 6-month extension through September 30, 2030, providing potential additional flexibility for the government and contractors. While specific award value details are not explicitly stated, the comprehensive 5.5-year service period suggests a significant maritime logistics support requirement. The procurement is classified under PSC Category V114 for Transportation/Travel/Relocation: Stevedoring, signaling a focus on marine cargo transfer and terminal management services. Interested parties are advised that this pre-solicitation notice is strictly for informational purposes and does not guarantee a contract award, serving primarily to alert potential vendors about the upcoming procurement opportunity.
