About this opportunity
The United States Transportation Command (USTRANSCOM) is preparing to solicit Stevedoring and Related Terminal Services (S&RTS) for Pacific Northwest ports through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The acquisition will be conducted under Federal Acquisition Regulation (FAR) Parts 15 and 12, with proposals evaluated using a Lowest Price Technically Acceptable (LPTA) approach. The contract will feature a single, fixed-rate schedule with a 5-year ordering period from August 1, 2025, to July 31, 2030. Interested vendors in the Marine Cargo Handling sector (NAICS 488320) are invited to submit proposals, which will be reviewed by the USTRANSCOM Acquisition office located at Scott AFB, Illinois. The Request for Proposal (RFP) is anticipated to be released on SAM.gov on March 21, 2025, with contract specialists Melissa S. Romagno and Cassandra A. Range serving as primary points of contact.
The pre-solicitation notice indicates no specific set-aside designations, meaning all responsible sources may compete for the contract. While specific award values are not disclosed in the current documentation, the contract's IDIQ structure suggests flexibility in potential service volumes. The solicitation number HTC71125RE120 has been assigned to this procurement opportunity. The contract will cover stevedoring services at Pacific Northwest ports, which typically involve loading, unloading, and managing cargo transfer between marine vessels and land transportation. Potential contractors should be prepared to demonstrate technical capability in marine cargo handling and meet the government's requirements for efficient, reliable port services. The 5-year ordering period provides a substantial window for consistent service delivery and potential ongoing business relationship with the United States Transportation Command.
