About this opportunity

The United States Transportation Command (USTRANSCOM) is seeking Stevedoring and Related Terminal Services (S&RTS) for the Port of Livorno and Tombolo Dock in Italy, supporting the Defense Transportation System (DTS) cargo handling operations. The contract will require a contractor to provide comprehensive marine cargo handling services, including vessel loading/unloading, port reception, cargo management, and intra-port transfers for military cargo such as vehicles, aircraft, containerized cargo, and hazardous materials. Potential vendors must demonstrate capabilities in handling complex logistics, meet extensive security requirements, and provide 24/7/365 operational readiness. The Request for Information (RFI) requires responses by March 3, 2025, with preliminary questions due by February 26, 2025, and is targeting the NAICS code 488320 for Marine Cargo Handling. Respondents must complete a detailed market research survey and provide comprehensive information about their operational capabilities, experience with foreign commercial contracts, and ability to meet minimum productivity standards.

The pre-solicitation notice indicates no specific set-aside for small businesses, though small business participation is being considered. The anticipated contract award is scheduled for November 1, 2025, following the expiration of current contracts at Livorno (September 30, 2025) and Tombolo (October 31, 2025). While specific award values are not explicitly stated, the NAICS size standard is $47 million, suggesting a potentially significant contract opportunity. The services will cover handling military cargo at Tombolo Dock, which is connected to Camp Darby and serves as a critical transit point for Class V Ammunition & Explosives. Contractors must be prepared to provide all necessary equipment, qualified personnel including stevedores, longshoremen, drivers, and crane operators, and comply with rigorous military base access and cybersecurity protocols. The contract will require handling a diverse range of cargo types and sizes, including vehicles, aircraft up to 150,000 lbs, and sensitive/priority Department of Defense cargo.
