About this file

This is a market research survey (Attachment 1) seeking information from potential contractors for Stevedoring and Related Terminal Services (S&RTS) at the Port of Livorno and Tombolo Dock in Italy for the U.S. Transportation Command (USTRANSCOM). The survey requests company information including business size, SAM registration status, and Unique Entity ID, followed by 13 detailed questions about contractors' capabilities and experience.

Key areas of inquiry include the contractor's authorization to operate at the port, ability to perform all PWS requirements, experience with foreign commercial contracts and labor agreements, capability to meet minimum productivity levels, acceptance of piece-rate pricing (EA for containers/vehicles/aircraft and MTON for breakbulk cargo), past performance on similar contracts within 5 years, and operational readiness timeline. The survey also asks about potential barriers to entry, small business partnerships for large businesses, and SAM registration compliance. The services will support Defense Transportation System (DTS) cargo handling, including receipt through disposition and processing for multiple surface transportation modes.
