NAVSUP Fleet Logistics Center Puget Sound is conducting market research through a sources sought notice to identify U.S. contractors capable of performing naval ship repair, modernization, and maintenance work on-site in Japan, with capability statements due October 30, 2026 at 2:00 PM Pacific Time.

Work is performed at Commander, Fleet Activities Yokosuka and Commander, Fleet Activities Sasebo in Japan. The anticipated requirement spans two Selected Restricted Availabilities (approximately four to five months each) in Yokosuka, two Surface Incremental Availabilities in Yokosuka and three in Sasebo (approximately three months each), and additional maintenance, modernization, repair, and preservation work as required at both locations. The anticipated contract vehicle is a single-award, firm-fixed-price service contract.

Contractors must establish all necessary licenses, regulatory approvals, and permits to conduct shipbuilding and ship-repair business in Japan, comply with the Japanese Shipbuilding Act and environmental regulations, and perform work to Naval Sea Systems Command Standard Items specifications. Technical scope encompasses nine major trade categories: miscellaneous hull structure, propulsion plant systems, electric plant generators, command and surveillance systems, auxiliary systems, outfit and furnishings, armament, integrated engineering, and woodwork and titanium piping repair for low-magnetic signature preservation.

Contractors must either hold a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the U.S. Navy or demonstrate an anticipated timeline for obtaining such agreement. Capability statements must include company information (legal name, address, UEI, CAGE code, point of contact), relevant naval or commercial ship repair experience, demonstrated expertise in trade categories, facility and equipment specifications, NAVSEA standards experience, project management capability, labor capacity projections for 1,600 to 9,600 man-hour projects over 8 to 16 weeks, material and logistics support capabilities, and identification of proposed subcontractors or teaming partners. NAVSUP Fleet Logistics Center Puget Sound (FLCPS) is conducting market research to identify interested and capable contractors with demonstrated experience in naval ship repair, modernization, and dry-docking maintenance execution. This market research, while similar, is separate from that being done by Fleet logistics Center Yokosuka.  This Sources Sought Notice is exclusively for US vendors willing to do on-site performance in Japan and to ascertain vendor capabilities and capacity.

This Sources Sought Notice is issued for planning and market research purposes only. It shall not be construed as a formal solicitation, request for proposal, request for quote, commitment, or obligation on the part of the U.S. Government. Any information submitted in response to this notice is strictly voluntary and will be provided at no cost to the U.S. Government.
