The anticipated contract type is a single-award, firm-fixed-price (FFP) service contract with work to be performed aboard vessels at Commander, Fleet Activities Yokosuka (CFAY) and/or Commander, Fleet Activities Sasebo (CFAS).

The scope encompasses nine major trade categories and technical disciplines including miscellaneous hull structure, propulsion plant systems, electric plant generators, command and surveillance systems, auxiliary systems, outfit and furnishings, armament, integrated engineering, woodwork/repair for low-magnetic signature preservation, and titanium piping repair and replacement. Contractors must establish all necessary licenses, regulatory approvals, and permits required to conduct shipbuilding and ship-repair business in Japan, comply with applicable Japanese laws including the Shipbuilding Act and environmental regulations, and accomplish work in accordance with Naval Sea Systems Command (NAVSEA) Standard Items (NSI). Capability statements are due no later than 30 October 2026 at 2:00 PM Pacific Time and must be submitted electronically to Jennifer Martinez at jennifer.a.martinez42.civ@us.navy.mil. Required content includes company information (legal name, business address, UEI, CAGE code, point of contact); current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) status with the U.S. Navy or anticipated timeline for obtaining such agreement; relevant experience with comparable naval or commercial ship repair work; technical capabilities including demonstrated expertise in one or more trade categories, available facilities and equipment, experience with NAVSEA standards, and project management capability; labor capacity projections for projects ranging from 1,600 to 9,600 man-hours over 8 to 16 weeks; material and logistics support capabilities; and identification of any proposed subcontractors, joint ventures, or teaming partners.

SOURCES SOUGHT NOTICE

Ship Repair, Modernization, and Maintenance Support for Forward-Deployed Naval Forces

1. Purpose

U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) in conjunction with NAVSUP Fleet Logistics Center Puget Sound (FLCPS) is conducting market research to identify interested and capable contractors with demonstrated experience in naval ship repair, modernization, and dry-docking maintenance execution.

This market research, while similar, is separate from that being done by Fleet logistics Center Yokosuka. This Sources Sought Notice is exclusively for US vendors willing to do on-site performance in Japan and to ascertain vendor capabilities and capacity.

This Sources Sought Notice is issued for planning and market research purposes only. It shall not be construed as a formal solicitation, request for proposal, request for quote, commitment, or obligation on the part of the U.S. Government. Any information submitted in response to this notice is strictly voluntary and will be provided at no cost to the U.S.

Government.

The purpose of this notice is to identify interested parties; assess market availability, capabilities, and qualifications; and support an appropriate acquisition decision for the anticipated requirement.

2. Anticipated Requirement

The Government anticipates requiring contractor support for projected maintenance availabilities for Forward-Deployed Naval Forces (FDNF), including:

• Two Selected Restricted Availabilities (SRA), each estimated at approximately four to five months in duration in Yokosuka, Japan.

• Two Surface Incremental Availabilities (SIA) in Yokosuka, Japan. Three in Sasebo, Japan. Each estimated at approximately 3 months in duration.

• Other ship maintenance, modernization, repair, and preservation availabilities, as required in Yokosuka and/or Sasebo, Japan.

The precise scope, schedule, man-hour requirements, vessel assignments, and work package content for each availability will be established in any subsequent solicitation.

Place of Performance: Aboard vessels located at Commander, Fleet Activities Yokosuka (CFAY), Yokosuka, Japan; and/or aboard vessels located at Commander, Fleet Activities Sasebo (CFAS), Sasebo, Japan.

Anticipated Contract Type: Single-award, firm-fixed-price (FFP) service contract.

3. Anticipated Trade Categories and Technical Disciplines

The anticipated scope includes, but is not limited to, the following trade categories and technical disciplines:

• Miscellaneous Hull Structure: Foundations, stacks, sea chests, decks, and related structural repairs.

• Miscellaneous Propulsion Plant Systems: Main engines, shafting, reduction gears, lube oil purifiers, and associated equipment.

• Miscellaneous Electric Plant Generators: Switchboards, lighting distribution systems, generators, and related electrical plant equipment.

• Miscellaneous Command and Surveillance Systems: Navigation, communications, radar, sonar, and associated systems.

• Miscellaneous Auxiliary Systems: Air conditioning, heating, fresh water, ballast, damage control, and related auxiliary systems.

• Miscellaneous Outfit and Furnishings: Floor plates and grating, ladders, living spaces, workshops, and related shipboard outfitting.

• Miscellaneous Armament: Guns, mounts, small arms, munitions storage, ammunition handling equipment, and related systems.

• Integrated Engineering: Integrated logistics support engineering, planning, production management, and program management.

• Woodwork/repair: Replace degraded wood laminates and restore the outer fiberglass sheathing to preserve the hull’s low-magnetic signature and watertight integrity.

• Piping: titanium piping and component repair and replacement.

4. Contractor Qualifications and Regulatory Requirements

It is the contractor’s responsibility to establish and obtain all licenses, regulatory approvals, permits, and other authorizations required before commencing shipbuilding- or ship-repair-related business in Japan.

Contractors doing business in Japan are subject to all applicable Japanese laws and regulations, including, as applicable:

• Shipbuilding Act (Act No. 129 of 1950)

• Small Shipbuilding Industry Law (Law No. 119 of 1966)

• Applicable environmental laws, including the Water Pollution Prevention Act (No.

138 of 1970)

Contractors must be able to understand and accomplish shipbuilding and repair work in accordance with applicable Naval Sea Systems Command (NAVSEA) Standard Items (NSI).

The contractor will be responsible for providing necessary support services and contractor-furnished material. This may include shipping required support and material to Japan or obtaining support from qualified local sources.

5. Capability Statement Requirements

Interested contractors are requested to submit a capability statement demonstrating their technical expertise, capacity, qualifications, and experience to execute the trade categories identified in this notice.

At a minimum, capability statements should include the following:

1. Company Information

• Legal business name

• Business address

• Unique Entity ID (UEI)

• Commercial and Government Entity (CAGE) code, if applicable

• Point of contact, telephone number, and email address

• Business size and socioeconomic status

2. MSRA or ABR Status

• Current Master Ship Repair Agreement or Agreement for Boat Repair status with the US Navy

• If an MSRA or ABR is not currently in place, the contractor’s anticipated timeline and plan for obtaining the applicable agreement before contract award

3. Relevant Experience

• Description of recent naval or commercial ship repair, modernization, maintenance availability, and/or dry-docking experience

• Identification of work comparable in scope, complexity, technical discipline, and geographic location

• Examples of FFP ship repair or modernization contracts, if applicable

4. Technical Capabilities

• Demonstrated capability in one or more of the anticipated trade categories

• Available facilities, equipment, tooling, quality assurance processes, and technical workforce

• Experience accomplishing work in accordance with NAVSEA Standard Items or comparable naval vessel repair standards

• Examples of compliance with applicable NSI requirements for welding, painting, process control procedures (PCPs), quality management systems, and piping

• Project management and engineering capability sufficient to plan, coordinate, execute, monitor, and close out concurrent ship repair and modernization work packages

• Ability to support shipboard work in an operational waterfront environment in Yokosuka and/or Sasebo, Japan

5. Labor Capacity

• An estimated man-day and labor-capacity projection

• The number of personnel the respondent can deploy to Japan to support individual projects ranging from approximately 1,600 to 9,600 man-hours, with work durations ranging from approximately 8 to 16 weeks

• Current available workforce by trade

• Expected capacity to support the identified requirements while accounting for current and projected workload during the next 12 months

• Identification of potential workforce, material, facility, subcontracting, logistics, or schedule constraints

6. Material and Logistics Support

• Ability to provide contractor-furnished material and support services

• Experience obtaining material locally in Japan and/or shipping material and equipment to Japan

• Anticipated supply-chain risks, long-lead material concerns, or other logistics constraints associated with work in Japan

7. Teaming Arrangements

• Identification of any proposed subcontractors, joint ventures, or teaming partners necessary to provide the required capability

6. Response Instructions
