About this opportunity
The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), operating under the Defense Health Agency, is procuring a brand-name Leica Microsystem EM ACE600 sputter/carbon thread coating system for their Comparative Pathology Department's Electron Microscopy laboratory. This specialized equipment is essential for precision ion beam coating of organic and inorganic materials with substances like carbon, gold/palladium, chromium, or platinum prior to scanning electron microscopy analysis, supporting research into pathology associated with exposure to chemical, biological, and kinetic warfare agents. The system must meet specific technical requirements including sputter beam current range of 10-150 mA, coating thickness capabilities of 1-1000 nm, high vacuum capability of 2X10-6 mbar, and include features such as a removable planetary drive stage with motorized positioning and various foil targets. The contract will be awarded using a Lowest Priced Technically Acceptable (LPTA) evaluation approach, assessing technical compliance with Minimum Essential Characteristics and price reasonableness. Questions must be submitted by 1:00 PM Eastern Daylight Time on August 13, 2025, with quotes due by 10:00 AM EDT on August 21, 2025.
This procurement is not designated as a set-aside and falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Market research identified Leica Microsystems and Thomas Scientific LLC as potential suppliers, though the Leica EM ACE600 was determined to be the only product meeting all minimum essential characteristics after evaluating three different manufacturers' sputter coaters. The contract includes delivery of the complete microscopy system, installation, and one-day user training for three government civilians, with all items required to be delivered by November 7, 2025. Performance will take place at Aberdeen Proving Grounds-Edgewood Area in Maryland, specifically supporting USAMRICD's mission-critical research into developing medical countermeasures against chemical threats. The procurement is funded through Research, Development, Test & Evaluation (RDT&E) funds as a fixed-price purchase order.
Notice text
The USAMRICD is the nation's leading science and technology laboratory in medical chemical countermeasures research and development. USAMRICD manages a diversified portfolio of medical chemical warfare agent research projects for the Department of Defense (DoD) and other Federal Agencies. USAMRICD’s strategic plan relies on the outstanding performance of scientists and support personnel and the ability to exceed expectations on customer directed research projects.
CPD, RSD, USAMRICD, is an integral part of the research vision, providing support to researchers and their respective animal research protocols to study pathology associated with exposure to chemical, biological or kinetic warfare agents and a means to assess the efficacy of candidate therapeutics. One method of viewing tissue is scanning electron microscopy (SEM). Precision ion beam coating of organic or inorganic materials using coating materials such as carbon, gold/palladium, chromium, or platinum is required prior to imaging using a SEM analysis. A new Sputter Coater will fully support the USAMRICD mission.
