About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 issued a Limited/Sole Source Justification Notice for urgent offsite sterilization services at the Tibor Rubin VA Medical Center in Long Beach, California. The contract, awarded to Instrumentum California, LLC under statutory authority FAR 6.302-2 for unusual and compelling urgency, is valued at $648,000 for a 7-month firm-fixed-price agreement to process and sterilize 800 surgical trays per month. The justification stems from the facility's inability to maintain internal sterile processing capacity due to increased surgical demand, equipment failures, and capacity limitations that created a significant backlog of surgical trays and potential non-compliance with VHA and Joint Commission standards. The contractor will provide comprehensive offsite reprocessing and sterilization services, including transportation of soiled reusable medical equipment in properly labeled biohazard containers to their facility and return of sterilized equipment in separate vehicles, along with daily documentation including itemized reports, log sheets, sterilizer printouts, and biological indicator results. The urgent nature of this procurement was necessary to restore sterile processing capacity and ensure continuity of surgical care for veteran patients, with market research revealing very few vendors capable of providing these specialized services on short notice.

The Contractor will provide all resources necessary to accomplish the surgical reprocessing and sterilization described in this SOW, except as may otherwise be specified.
