About this opportunity
The Defense Logistics Agency Aviation is soliciting proposals for the continuation of CV-22 Special Mission Aviator Ramp Trainer (SMART) services to support AFSOC training requirements. This firm fixed-price contract involves exercising option one for a one-year follow-on lease of the existing CV-22 SMART system, which is a state-of-the-art mixed reality training device designed for mission-specific rear crew training including fast roping, search and rescue, hoisting, and defensive operations. The contractor must provide SMART operators to coordinate with AFSOC/AETC training staff, adapt and develop mission scenarios, launch and run training missions with AFSOC instructors present, and manage technical support coordination. The government intends to negotiate with only one source under FAR 6.302-1 authority and will award against the existing DLA V-22 COI contract SPRPA1-17-D-009U. The solicitation was posted on August 29, 2025, with responses due by September 15, 2025.
This procurement does not utilize any set-aside designation and targets the Bell Boeing Joint Project Office (JPO), which is identified as a joint venture of Bell Textron, Inc. and The Boeing Company operating as a separate business entity. The contract requires the SMART system to be available for up to 8 training hours per day with 24-hour weekly availability throughout the one-year performance period. The work will be performed in Albuquerque, New Mexico, following relocation of the SMART system from the Boeing Fort Walton Beach facility. Key deliverables include hosting a Post Award Conference within two weeks of contract award, presenting a project schedule, and conducting a Technical Interchange Meeting after the SMART's relocation and setup. The contract structure includes a 12-month base period with three potential 12-month option periods, and if services are not renewed, the contractor must prepare a disassembly and removal schedule for the CV-22 SMART device within 90 days prior to termination.
