About this opportunity

The Defense Logistics Agency (DLA) Aviation is seeking a contractor to provide advanced maintenance training support for the MV-22 V-22 weapons system through a firm fixed price contract. The solicitation calls for a contractor to develop and deliver readiness-related courseware to enhance system knowledge for maintenance technicians. Specifically, the contract requires three organizational-level trainings annually (five days each) and one intermediate-level training for dynamic component and composite repair (five days). The government intends to negotiate with a single source under FAR 6.3021 and award the contract against the Captains of Industry (COI) contract SPRPA1-17-D-009U. The solicitation was posted on May 28, 2025, with proposals due by July 14, 2025, and interested contractors must submit capability statements and obtain source approval from the government.

The contract will have a one-year base period with four additional one-year option periods, to be performed in Amarillo, Texas. The Bell Boeing Joint Project Office, a joint venture of Bell Textron and Boeing, is recognized as the original equipment manufacturer with design control and authorization for the V-22 aircraft. While there is no specific set-aside for this opportunity, the contract falls under the NAICS category 611430 for Professional and Management Development Training, with a Product Service Code of U008 for Education/Training and Curriculum Development. The government reserves the right to modify contract functions and emphasizes that if source approval requirements cannot be met in time, they may proceed with award based on support needs. The primary point of contact for this solicitation is Contracting Officer Kelly Sickel, who can be reached at Kelly.Sickel@dla.mil.
