About this opportunity

The Library of Congress has posted a Special Notice regarding the procurement of Springshare licenses, an integrated public service platform designed specifically for library operations. This pre-solicitation notice, posted on April 15, 2026, announces the Library's intent to enter into negotiations for continued licensing of Springshare software services under a sole-source procurement. The notice is being published in accordance with the Library's justification for Other Than Full and Open Competition, which has been approved based on brand-name product requirements. The Library of Congress, specifically its Library Collections and Services Group, determined that Springshare is the only responsible source capable of meeting all institutional requirements without modification. This Special Notice precedes the formal solicitation and provides vendors and interested parties with advance notification of the planned procurement action.

The purpose of this procurement is to maintain continuity of critical library services through Springshare's integrated platform, which the Library has utilized since 2018. The Library requires a solution that supports live chat reference services, online guide and bibliography creation and publishing, staff scheduling for 200+ account holders, appointment and space booking capabilities, and reference analytics functionality—all tailored specifically for non-profit library operations. The due date for responses is April 30, 2026, following a 15-day advance notice period on sam.gov prior to award. The contract term spans five years, from July 1, 2026 through June 30, 2031. Comparative market research confirmed that competing products such as JSTOR, Joomla, Surpass Software, and Koha lack critical functionality across multiple service categories required by the Library. Only Springshare demonstrates the necessary technical support capabilities and integrated feature set to support the Library's "Ask a Librarian" service, LibGuides, staff scheduling, analytics, and resource management tools.

Notice text

The Library of Congress (Library) is posting the attached  Justification for Other Than Full and Open Competition (J&A) as a pre-solicitation notice prior to requesting a quote or otherwise entering into negotiations, in accordance with LC06.305 Availability of the Justification.

Action requirements are summarized below:

The Library of Congress (Library) requires an integrated public service platform that provides tools designed for the unique, not-for-profit public services of libraries. These services are distinct from for-profit operations and, consequently, do not align to generic commercial software designed for maximizing customer sales. The integrated tools must support and integrate the core public services work of the Library’s reference services. The services that need to be integrated include:

receiving and responding to library reference requests;

providing library chat services;

creating, editing, and serving online library guides and bibliographies;

managing and recording library reference transactional data;

scheduling library service point staffing; and

scheduling library reference appointments and space.

Springshare subscriptions support this unique library need. The Library currently uses the Springshare applications (LibApps) to support the Library’s “Ask a Librarian” service, to publish library bibliographies and guides; recording library reference transactional data; and to schedule service points and reference appointments. and reference and staff with the creation, conversion and maintenance of research guides and bibliographies that will be available to researchers both on and off site.

Please see the attached redacted J&A for additional information.
