About this file

This is a Justification and Approval for Other than Full and Open Competition (J&A) document for the Library of Congress procurement of an integrated public service platform from Springshare.

The Library of Congress, Library Collections and Services Group, seeks to procure Springshare software services under Plan ID 2026-LGO-0004 for the period July 1, 2026 through June 30, 2031. The procurement is a follow-on contract continuing the Library's use of Springshare tools since 2018. The Library requires an integrated platform designed specifically for non-profit library services, including: (1) a live chat platform with unlimited concurrent operators and customizable question forms for receiving and responding to reference requests with 24-hour technical support response time; (2) tools for creating, editing, and publishing online library guides and bibliographies with 2-hour technical support response; (3) a scheduling platform for library staff with 200+ account holders; (4) an appointment and space booking module enabling online and mobile reservations; and (5) reference analytics with up to five datasets for managing transactional data. The contractor must provide continuity of technical support and maintenance for Ask-a-Librarian chat services, LibGuides, LibStaffer staff scheduling, LibInsight analytics, LibCal resource scheduling, and LibWizard tools. The contracting officer determined that Springshare is the only responsible source meeting all Library requirements without modification, as comparative market research demonstrated that competing products such as JSTOR, Joomla, Surpass Software, and Koha lack critical functionality across multiple service categories. The J&A was approved for contracting without competition under FAR 6.302-1(c) based on brand-name product justification, with advance notice published on sam.gov for 15 days prior to award. The estimated contract value and specific pricing terms are redacted from the document.

Justification and Approval For Other than Full and Open Competition

Plan ID Number: 2026-LGO-0004

Form Updated 4/14/2023

Justification & Approval

As a legislative branch agency, the Library is subject to the competition and advertising requirements of 41 U.S.C. § 6101. Like the Competition in Contracting Act and the FAR, 41 U.S.C. § 6101 does not require competition when a contracting officer certifies that only one source or brand-name item is available, when dictated by public exigency, or when otherwise authorized by law.

This document sets forth the justification and approval for award of a contract or order by means providing for other than full and open competition per 41 U.S.C. § 6101, LCR 7-210, and, as applicable, FAR 6.302, FAR 13.106-1, FAR 8.405, and FAR 16.505. Contracting without competition shall not be justified on the basis of a lack of advance planning or concerns related to availability of funds.
