About this opportunity
The Department of the Air Force Materiel Command Research Laboratory, also known as the Air Force Research Laboratory (AFRL), has issued a Special Notice regarding its intent to award a sole-source, firm-fixed-price order to SpringerNature for perpetual access to the Springer Nature - MRS Online Proceedings Library archive and the Springer Nature - SpringerMaterials - Landolt-Bornstein archive (1995-2023). This access is required to support AFRL's mission of leading the discovery, development, and integration of warfighting technologies.
The purpose of this Special Notice is to inform the public of the government's intent to award this sole-source contract to SpringerNature and provide an opportunity for any responsible sources to submit a capability statement, proposal, or quotation within 10 days of the notice's issuance. The government will consider these responses to determine whether to conduct a full and open competitive procurement or a small business set-aside competitive procurement. Contractors must provide specific company information, socioeconomic status, and address how their product meets the required characteristics. Responses are limited to 10 pages and must be emailed to the Contracting Officer by November 6, 2024. If the government decides to compete this requirement, a synopsis will be issued utilizing the combined synopsis/solicitation procedure.
