About this opportunity

The USDA Animal and Plant Health Inspection Service (APHIS) is soliciting proposals for a Blanket Purchase Agreement to procure chemicals and pesticides for the Spotted Lanternfly (SLF) Program. The procurement covers approved insecticides including Dinotefuran, Imidacloprid, bifenthrin, Beta-cyfluthrin, Beauvaria bassiana, and Soybean oil, as well as herbicides Triclopyr and Glyphosate for various application methods such as bark spray, soil injection, trunk injection, contact spray, foliar spray, and hack and squirt techniques. Vendors must ensure their products are compatible with backpack sprayers, mister/foggers, and hydraulic/spray guns, and must be capable of shipping to multiple locations across the program's coverage area. The evaluation will be based on price, past performance, and technical merit, with technical proposals limited to 50 pages. Questions must be submitted by July 17, 2025, at 5:00 pm EST, and proposals are due July 18, 2025.

This opportunity is designated as a Total Small Business set-aside with no incumbent or current contractor identified in the solicitation materials. The BPA carries a $4 million limit and will span five years from the estimated award date of July 27, 2025, through July 28, 2030. The estimated treatment volume is based on previous contractor work involving 1.375 million trees at an average six-inch diameter, though actual quantities are not guaranteed. The place of performance is identified as Wilmington, NC, though the program operates across multiple states including New Jersey, Delaware, Pennsylvania, Virginia, Maryland, and West Virginia. The contract structure allows for flexible ordering over the five-year period to support ongoing spotted lanternfly management efforts.
