About this opportunity
The Department of the Air Force Space Command seeks to establish a Blanket Purchase Agreement for sports officials and scorekeepers at Patrick Space Force Base, Florida, with proposals due August 20 and questions due August 13. This procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses, restricting competition to that category.
Place of performance is Patrick Space Force Base, Florida, specifically the Fitness and Sports Center, Building 545, 1235 Atlas Ave. The BPA covers eight line items priced per position and sport: volleyball officials and scorekeepers, basketball officials and scorekeepers, softball officials and scorekeepers, soccer officials and scorekeepers, and flag football officials and scorekeepers. A minimum of 350 games per season will be conducted Monday through Thursday between 1700–2100 hours, with games lasting no less than 45–60 minutes.
Personnel must maintain current certifications from nationally recognized sports officials associations and be familiar with the fitness center emergency action plan. The contractor supplies all personnel, uniforms, whistles, rule books, and equipment including footballs, softballs, soccer balls, basketballs, face masks, pencils, and pens; the Government supplies nets, score clocks, and field preparation. The BPA covers the current year with four available option years based on satisfactory performance certification. Invoices for games officiated are paid monthly via Government Purchase Card under F.O.B. Destination terms with shipping costs included in quoted prices.
Evaluation applies best-value criteria based on technical acceptability, price, and schedule; lowest price does not necessarily win. The NAICS code is 611620, Sports and Recreation Instruction, with a size standard of $9 million.
Notice text
Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to provide sports officials and scorekeepers as defined in the PWS.
The Government intends to establish a Blanket Purchase Agreement (BPA) not a contract. Contractors should note that this only an Agreement to provide the requested services and does not obligate the Government to any extent. A BPA will allow authorized Government Purchase Card users to call when there is a need for services outlined in the BPA. A BPA allows the customer flexibility that a fixed contract does not. Additional information regarding use of the BPA will be provided to the contractor upon award.
