About this opportunity

The United States Air Force Research Laboratory (AFRL) has published a Notice of Intent to Award Sole Source for SPIE Digital Library & eBooks access covering 2026 with four optional periods extending through 2030. The acquisition is being made to SPIE - International Society for Optics and Photonics, the sole source supplier. This special notice falls under NAICS code 519210 (Libraries and Archives) and PSC code 7630 (Newspapers and Periodicals), with a size standard of $21 million. The procurement represents a firm-fixed-price order intended to be issued on or about December 31, 2025. The Air Force is providing public notification of this sole source determination in accordance with federal acquisition regulations.

The primary objective is to secure continued access to the SPIE Digital Library, which comprises papers, presentations, journals, and eBooks representing the world's largest collection of optics and photonics applied research. This digital resource is essential to support the Air Force Research Laboratory's mission of discovering and developing warfighting technologies and will serve the entire AFRL library consortium. While this is a sole source award notice, all responsible sources may submit a capability statement, proposal, or quotation within three business days of the notice issuance (due by December 12, 2025) for government consideration. Submissions will be evaluated to determine whether the government should proceed with the sole source award or conduct a full and open competitive procurement or small business set aside competition. No formal competitive quotations are being requested, though interested parties are invited to present their qualifications for consideration in the government's evaluation process.
