About this opportunity

The Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base, operating through the Air Force Life Cycle Management Center (AFLCMC), is conducting market research to identify potential sources capable of delivering a High Speed Combustion Analyzer (HSCA) system. The mandatory requirement is that the HSCA must be 100% compatible with IndiCom software component configuration to ensure operational continuity and data integrity with the Government's existing infrastructure. According to the notice, technical market research indicates that only systems manufactured by AVL Test Systems, Inc. currently meet this requirement; however, the Government is issuing this Sources Sought notice to validate these findings and identify any alternative sources. Interested contractors must submit a capability package providing clear and convincing evidence of their ability to deliver an HSCA system that is 100% natively compatible with and controllable by the IndiCom software platform, along with company information including name, address, CAGE Code, Unique Entity ID, point of contact details, and business size status under NAICS code 334515. The deadline for responses is Monday, March 16, 2026, at 11:00 AM Eastern Time, with submissions required via email using the subject line "FA860126Q0018, Sources Sought."

This procurement carries no set-aside designation, meaning all eligible contractors, including large businesses and small businesses, may compete. AVL Test Systems, Inc. has been identified as a potential incumbent based on technical market research findings. The notice does not specify an award value or budget range at this pre-solicitation stage. All prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for a Department of Defense contract award. While this Sources Sought notice is not a formal solicitation or request for proposals, it will inform the Government's acquisition strategy and set-aside decision going forward, with responses serving to validate technical requirements and identify qualified sources prior to formal solicitation issuance.
