About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston intends to procure Speechmatics automatic speech recognition software, with a sources-sought response due September 4, 2026. The Army currently intends to award a sole-source contract to the incumbent, eVerbatim Inc., but is actively seeking alternative vendors to support potential competitive procurement.
The software integrates with Eclipse Vox Court Reporting System to enable audio translation for Army court-martial proceedings, Article 32 hearings, investigations, and other legal proceedings Army-wide. Deployment spans 53 installations: 43 across the Continental United States (including Fort Benning, Fort Hood, Fort Bliss, Military District of Washington, The Judge Advocate General's Legal Center and School in Virginia, and West Point) and 10 outside the Continental United States (Korea, Japan, Germany, Alaska, and Hawaii).
The contract structure is one 12-month base year beginning 30 September 2026, followed by three 12-month option years through 29 September 2030, on a Firm Fixed Price basis. NAICS code 513210 (Software Publishers) applies, with a $47.0 million size standard. The Army actively encourages responses from small businesses in all socioeconomic categories: 8(a), Service-Disabled Veteran-Owned, HUBZone, Small Disadvantage Business, and Women-Owned Small Business.
Capability statements must not exceed ten pages and should include firm information, relevant contract experience, subcontracting percentages, recommendations for structuring to facilitate small business competition, NAICS code assessment, and identification of any competition-restricting conditions. Submit responses by September 4, 2026 at 12:00 pm CDT to Contracting Officer Jared Kiser (jared.l.kiser.civ@army.mil) and Contract Specialist Timothy Hallahan (timothy.d.hallahan.civ@army.mil). Responses do not guarantee participation in forthcoming acquisitions; the Government will not reimburse respondents or notify them of evaluation results.
