About this opportunity

The Bureau of Land Management, California Region, issued a sole source notice of intent to procure commercial internet and telecommunications services from Charter Communications Operating LLC (Spectrum) with a response deadline of September 16, 2026. The requirement is restricted to a single source under FAR 6.103-1(b) because Spectrum is the only responsible source with existing serviceable plant in the immediate vicinity of specified BLM facilities in California.

The acquisition covers installation and activation of last-mile facilities, handoff to government premises equipment, static IP configuration, and ongoing monthly service to maintain continuity of operations. Market research and site-level technical reviews documented the absence of alternative carriers with facilities capable of serving these locations. Transition to a different provider would require IP renumbering, control and policy changes, voice migration, and introduce downtime risk to mission systems already integrated with BLM's current infrastructure, including static IP allocations, voice failover, WiFi configurations, and security baselines.

The period of performance is twelve months with no option years. Service specifications include Internet 500 Mbps, static IPs, Business WiFi, Business Voice with Business Continuity Plan, and HD/DVR capabilities. A firm fixed-price award is anticipated under Revolutionary FAR Overhaul commercial procedures. The associated NAICS code is 517111 (Wired Telecommunications Carriers); PSC is DG11. Charter Communications Operating LLC maintains active SAM registration (UEI MX16CA896HK5, CAGE 4WWK4) with no exclusions. The sole source justification document is available for review.
