About this file

This is a Justification for Other than Full and Open Competition document submitted by the Bureau of Land Management, California State Office (2800 Cottage Way, Sacramento, CA 95825) for Purchase Request 0044052000.

The Bureau requires enterprise internet service with associated features including static IP addresses, business WiFi, business voice/Business Continuity Plan (BCP), and HD/DVR capabilities, standardized at the same bandwidth across facilities with one service per facility. The period of performance is twelve months with no option years. Competition is restricted to a single source because the provider is the only source capable of providing immediate, continuous service for all included facilities without new construction, service disruption, duplicative costs, or network reconfiguration. The current services are already integrated with BLM's static IP allocations, voice/BCP failover, WiFi configurations, and security baselines; transitioning to an alternative provider would require IP renumbering, control and policy changes, voice migration, and would introduce downtime risk to mission systems. Market research documented in an A14 Market Research Form confirms checks of mandatory sources and vehicles including NOC lists, GSA eLibrary/Advantage, and Prices Paid, along with vendor responsibility verification through SAM. Price reasonableness is based on negotiated estimates and recent quotations reflecting the same service mix and bandwidth (Internet 500 Mbps, static IPs, Business WiFi, Business Voice/BCP, and HD/DVR). The recommended source's federal terms and Service Level Agreements provide defined availability and restoration commitments that mitigate operational risk.
