About this opportunity
The Defense Information Systems Agency (DISA) is seeking sources for the Spectrum Information Systems (SIS) Helpdesk contract to provide Tier II technical, administrative, and Electromagnetic Spectrum (EMS) operational support for the Global Electromagnetic Spectrum Information System (GEMSIS) portfolio of applications. The GEMSIS portfolio includes five primary applications—Spectrum Twenty-One (SXXI), End-to-End Supportability System (E2ESS), Joint Spectrum Data Repository (JSDR), Joint Spectrum Interference Resolution Online (JSIRO), and JSDR Strategic Planning and Analysis Dashboard Extensions (JSPADE)—operating on both Secret Internet Protocol Routing network (SIPRNet) and Non-Classified Internet Protocol Routing network (NIPRNet). Qualified vendors must demonstrate expertise with DISA's Global Service Desk IT Service Management Plus (GSD ITSM+) system, proficiency with multiple spectrum software tools, and possess a Secret Facility Clearance with interim or final SECRET security clearance and NATO SECRET access. All contractor personnel must be U.S. citizens, and key personnel require a minimum of 8+ years of spectrum operations experience with 2+ years managing Frequency Resource Record System (FRRS) transactions. The deadline for capability statement submissions is March 6, 2026 at 4:00 PM Eastern Daylight Time, with responses limited to a maximum of four pages and submitted via email to four designated DISA contacts.
This is a Total Small Business set-aside contract with the current incumbent being Innoplex, LLC, a small business operating under the SETI contract vehicle, which expires June 20, 2026. The anticipated period of performance extends from May 19, 2026 through May 18, 2031, consisting of one 12-month base period plus four one-year option periods, structured as firm-fixed-price (FFP) compensation. The contract is valued at up to $25.5 million, which represents the small business size standard for NAICS code 541330 (Engineering Services). Performance will be conducted on-site at PEO Spectrum in Annapolis, Maryland and DISA Headquarters at Fort George G. Meade, Maryland, with alternative telework arrangements permitted for unclassified work. The contractor is expected to process approximately 4,000 to 10,000 monthly frequency assignment transactions through the FRRS and manage multiple support requests across classified and unclassified networks throughout the contract period.
