About this opportunity
The Department of the Air Force Air Education and Training Command seeks three Rohde & Schwarz FSH8 handheld spectrum analyzers and three HE400PKUWB directional antenna packages with proposals due August 5 at 10:00 AM Central Time. This is a total small business set-aside; however, the procurement operates under a single-source justification citing mission continuity and compatibility with the organization's existing fleet of 11 Rohde & Schwarz analyzers.
Place of performance is Biloxi, Mississippi, with delivery required by September 30 to Keesler Air Force Base. Inspection occurs at both the contractor's facility and Hurlburt Field, Florida. The NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals (750-employee size standard); PSC is 6625.
Each FSH8 analyzer (model 1309.6000.28) must operate across 100 kHz to 8 GHz with integrated preamplifiers and include nine specified software licenses for spectrogram analysis, segmented sweep measurement, pulse measurements, receiver mode and channel scanning, distance-to-fault measurement, and BTS/Node B pilot channel analysis. Each unit requires two years of repair coverage and four years of calibration coverage, plus RF cables, adapter cables, matching pads, and lithium-ion battery charger. Each HE400PKUWB antenna package (model 4104.6000P02) operates across 8.3 kHz to 8 GHz with antenna modules covering 30 MHz to 6 GHz, 50-ohm impedance, adjustable linear polarization, VSWR ratings less than 2.5 for handles and less than 3.5 for modules, IP3 of 20 dBm typical, and 1 dB compression point of 10 dBm typical.
Evaluation uses a lowest price technically acceptable approach. Pricing must be firm-fixed and valid through September 30. All questions must be submitted in writing by August 5. Contracting Officer Kimberley L. Alvarez (kimberley.alvarez.1@us.af.mil, 228-377-1837) is the primary contact.
