About this opportunity
The 55th Contracting Squadron, Air Combat Command, is preparing to procure a fixed or portable spectrum analyzer under a Total Small Business set-aside, with a sources sought response deadline of September 9, 2026. This procurement is being pursued under a non-manufacturer rule (NMR) waiver with the Small Business Administration for NAICS 334515, as the SBA currently lacks a class NMR waiver for this category.
The analyzer must cover a frequency range of 9 kHz to 80 GHz (vendors may provide equipment with larger ranges provided they cover this minimum span) and exhibit phase noise no greater than -140 dBc/Hz at 10 kHz offset. The Statement of Need, updated August 25, 2026, specifies additional technical requirements including an OCXO precision frequency reference, 5G-NR R15 downlink measurement capabilities, modulation analysis (AM/FM/PM), VOR/ILS measurements, LTE and WLAN standards support (IEEE 802.11a/b/g/n/p/ac/ax/ad/ay/be/bn), HRP UWB (IEEE 802.15.4z), pulsed and automotive radar analysis, Bluetooth measurements, EMC diagnosis and pre-compliance testing, and extension to 160 MHz signal analysis bandwidth. Deliverables include recommended antenna sets, transportation case if available, five-year warranty and calibration services, comprehensive training, and documentation of calibration values.
Eligible respondents must be small business manufacturers of spectrum analyzers or resellers. Responses must include entity name, CAGE/SAM identifier, UEI, business size, confirmation of manufacturer or reseller capability, and a capabilities statement, submitted to both listed points of contact.
