About this file

This is a Statement of Need for 55 CS/SCXF Installation Spectrum Management requiring the procurement of a spectrum analyzer capable of electromagnetic analysis between 9 kHz to 80 GHz. The device may be configured as either fixed (desktop) or portable (handheld) equipment.

The minimum technical requirements include a signal and spectrum analyzer with 9 kHz to 80 GHz frequency range, phase noise of -140 dBc at 10 kHz offset, OCXO precision frequency reference, and 5G-NR R15 downlink measurement capabilities. The analyzer must support modulation analysis (AM/FM/PM), VOR/ILS measurements, and standard applications for single carriers including WCDMA, CDMA2000, TD-SCDMA, TETRA, and NB-IoT. Additional technical capabilities required include LTE and various WLAN standards (IEEE 802.11a/b/g/n/p/ac/ax/ad/ay/be/bn), HRP UWB (IEEE 802.15.4z), component characterization and linearization, pulsed and automotive radar analysis, Bluetooth BR/EDR/LE measurements, EMC diagnosis and pre-compliance testing, noise power ratio and spurious measurements, multicarrier group delay measurements, and extension to 160 MHz signal analysis bandwidth. Supplementary deliverables include recommended antenna sets for mobile operations, transportation case (if available), five-year warranty and calibration services, and comprehensive training on the spectrum analyzer. The documentation of calibration values must be provided with the equipment.
